Tracy Baroni Allmon is Vice President, Health Policy & Market Access at Magnolia Market Access. She joined Magnolia with over 25 years of pharmaceutical industry and health care policy experience. Tracy also has expertise in reimbursement, payer and PBM strategy, and pharmacy practice.
Tracy’s background includes a deep understanding of federal and state public programs – Medicaid, Medicare, CHIP, and 340B – as well as aspects of pharmaceutical company operations, including R&D, affordability, and value-based contracting. She has conducted significant work and advocated on the state and federal levels in the areas of 340B reform, ACA implementation, education and improvement, Medicaid access, Part D implementation and advocacy, and education, analysis and implementation of the Inflation Reduction Act.
Tracy is a champion for patient access, with deep knowledge of patient support programs, funding, and limitations. Some of her greatest strengths are message development and the creation of advocacy partnerships that include representatives from various sectors, including patient groups, providers, payers, employers, and pharma companies. As a public speaker and advocate, Tracy is recognized for her extensive knowledge, and has publicly faced some of the industry’s toughest critics during perilous times, include pre-Part D and pre-enactment of the ACA.
Since 2010, Tracy has focused on oncology and cell and gene therapies in the US and globally, assisting in launches and working to ensure access for several innovative products. This work included proactive and reactive CMS interactions, as well as commercial payer and Medicaid education and access activities.
Tracy received her Bachelor of Science in pharmacy from Duquesne University in Pittsburgh and her Juris Doctorate from the University of Baltimore.
